How do I create BORDER ..like this (VVVVVVVVV)?... to wrap around an entire image.

Draw border around image (ordinary rectangle). Then:
- In Illustrator go to Filter -> Distort -> Zig Zag and move Ridges per segment to increase/decrease number of ridges (select Preview to see how it looks) - in Corel go to Interactive Tools on left toolbar and choose Interactive Distortion Tool. Then in Preset menu choose Zipper 1 and change Zipper Distortion Amplitude and Zipper Distortion Frequency (seen as numbers in upper toolbar when Interactive Distortion Tool is on). |

i would agree with the interactive distortion tool with corel.
havent used corel in a while tho. is there a starburst or polygon tool that can create shapes like that? |

creating starburst in Illustrator is rather easy. I pick Star tool and then while drawing star you click on upper arrow on keyboard to increase number of edges and down arrow to decrease number of edges. This can be done with Polygon Tool as well but the results are not good. You will get a circle with dozens of points and nothing else.
In Corel there is Star Shapes tool than can create starburst with 16, 24 or 32 edges or as many as you like. |

If you are using Corel X3, you can download a plugin called embroidery effects made by Corel. Its a one step affair and looks great. Let me know what you think about it.
